A bag built to Ryanair's old 40x20x25 cm limit (15.7 x 7.9 x 9.8 inches) still clears both Ryanair and Frontier. For most people the one to buy is the HOMIEE Ryanair Personal Item Travel Bag. For the lightest packers with a small laptop, the Fmeida Flight Approved Carry On is the better choice. For a bag that can be cinched slimmer when it is half empty, the COSCOOA Travel Backpack. The weighing was simple: dimensions and capacities as published by the review sites that list them, set against each airline's own baggage page.

Two facts have moved since this idea was first sold. Spirit Airlines stopped flying at 3:00 a.m. Eastern on May 2, 2026, CNN reported, so a bag that passes Spirit is now a bag that passes nobody in particular. The question concerns Frontier alone. Ryanair has also moved. It widened its free bag to 40x30x20 cm on September 4, 2025, according to KAYAK. The 40x20x25 bag is no longer the limit. It is a size that sits inside the limit.

The arithmetic is short. Frontier's own FAQ caps the free personal item at 14 inches high, 18 wide and 8 deep, handles, wheels and straps included. A 40x20x25 cm bag laid with its 20 cm side as depth measures 7.9 inches against Frontier's 8, 9.8 against 14, and 15.7 against 18. Two of those margins are generous. The depth margin is about a tenth of an inch, and a stuffed front pocket will use it up. On the Ryanair side, the Help Centre confirms that a 40x20x25 bag fits the current 40x30x20 sizer because it is smaller in two dimensions. Travelers who fly only Frontier are not bound by any of this, and can carry the full 18x14x8 bag covered in our guide to the best 18x14x8 personal item bags for Spirit and Frontier.

Twenty liters is not much. PackFitter describes 20 cm of depth as roughly a closed laptop plus a thin layer of clothing. It puts the reliably compliant range at 15 to 20 liters, says a 25-liter bag's fit "depends on shape", and says bags of 30 liters or more often exceed the limit whatever the label claims. A traveler who needs a week of clothes will not find them in any bag on this list, and should price a paid bag instead.

The strongest objection is that the premise is now a size too small. Ryanair allows 40x30x20, and a bag built to that size would hold more and still fit inside Frontier's 18x14x8. That is correct, and a traveler who finds such a bag with published dimensions should prefer it. The sources available here, however, name no bag built to the new size, while several publish dimensions for 40x20x25 bags. The smaller size has another advantage. Ryanair's sizer requires the bag to "drop in freely, without forcing, compression, or any assistance from staff", as KAYAK puts it, and a bag with 5 cm to spare drops more freely than one with none.

Several bags sold under the Ryanair label, including the Cabin Max Metz, Hynes Eagle, Aerolite and Omnpak cabin bags and the CabinZero Mini 28L, are left out. The sources behind this guide publish no dimensions, capacities or prices for them. No price is given for any pick below, because none of the reviews that list them carries one. Each links out to its Amazon page, where the price should be checked on the day of purchase.

Best for most travelers: HOMIEE Ryanair Personal Item Travel Bag

The HOMIEE is the only pick with a published capacity, weight and laptop size all at once. Travel By Regions lists it at 40 x 25 x 20 cm, which is the same box as 40x20x25 turned on its side. It gives the capacity as 20 liters, the weight as 1.5 lb (0.68 kg), and the laptop fit as 15.6 inches. The same review lists waterproof fabric, a 180-degree opening zipper, an anti-theft pocket and a luggage strap. Mad Tasting lists it separately, with metal zippers and a padded laptop section, and says it meets Ryanair's old 40x20x25 limit. Ryanair's free under-seat bag is now 40 x 30 x 20 cm, according to The Irish Times, so a bag that meets the old limit fits the current one with room to spare. Two independent listings agreeing on the size is as close to verification as this category gets.

The drawback is that 20 liters sits at the top of PackFitter's safe range. A bag packed to the last liter bulges, and Frontier's depth leaves a tenth of an inch for any bulge. The price is not published in either review.

Skip it if the trip needs more than a few days of clothes, or if the laptop is larger than 15.6 inches.

Best for light packers with a small laptop: Fmeida Flight Approved Carry On

The Fmeida is the one bag here listed at exactly 40 x 20 x 25 cm. Travel By Regions gives its capacity as 10 to 15 liters and describes it as suited to trips of two to three days. It fits a 14-inch laptop and has a hidden anti-theft pocket. The same review says it "fits perfectly under the seat without any fuss". A smaller bag has more room to spare in both airlines' sizers, which is the whole point of buying to the tighter size.

The drawback is capacity. Ten to 15 liters is a weekend, and a 15.6-inch laptop will not go in. No price is published.

Skip it for anything longer than a long weekend, or for a larger laptop.

Best for a slimmer bag on light days: COSCOOA Travel Backpack

Mad Tasting lists the COSCOOA Travel Backpack as adjustable between 40 x 25 x 15 cm and 40 x 25 x 20 cm. It has a USB port and a laptop sleeve, and is marketed as fitting within Ryanair's limit. Both settings fit Ryanair's sizer and Frontier's. The adjustment is therefore not a way to switch airlines, whatever the marketing implies. It lets a half-empty bag sit 5 cm thinner under the seat, and at 15 cm deep a bulging pocket stops being a gate risk.

The drawback is that the review publishes only its dimensions. No capacity, weight, laptop size or price appears. Buyers are taking more on trust than with the other two picks.

Skip it if capacity or laptop size matters enough to want the figure in writing before buying.

What to buy

  • HOMIEE Ryanair Personal Item Travel Bag: most travelers, up to a 15.6-inch laptop, 20 liters.
  • Fmeida Flight Approved Carry On: two to three day trips, a 14-inch laptop at most.
  • COSCOOA Travel Backpack: travelers who often carry less and want the thinner setting.

A traveler who fits none of these is usually one who needs more space than 20 liters. For that traveler, the cheapest answer is a bag bought at booking, not a bigger personal item. BaggageIQ's 2026 comparison put Ryanair's cabin bag add-on at $8 to $30 at booking against $55 to $75 at the gate. It put Frontier's at $35 to $50 at booking against $60 to $85 at the gate. The better bag to wait for is one built and listed at Ryanair's new 40x30x20 size, with published dimensions from a source other than its seller.

Questions buyers ask

PackFitter reports that Ryanair publishes no weight limit for the free personal item, only the 40x30x20 cm size. Frontier's FAQ also gives no weight for the personal item. It caps carry-on bags at 35 lbs.

Ryanair's Help Centre says oversized cabin baggage is refused at the gate or placed in the hold for €/£69.99. LuggageWiz's 2026 chart lists Frontier's gate fee for an oversized personal item at $100.

Only as bags that happen to share Frontier's 18x14x8 size. Spirit ceased operations on May 2, 2026, and The Points Guy reported in September 2026 that it remained in wind-down. Its baggage policy is history, not a standard to buy against.
